The City of Binghamton and the Town of Binghamton are separate governments. They have separate code offices, permit applications and inspection processes. Nearby municipalities are separate again.
That matters for a siding job. The City’s code information states that roofing and siding require a building permit; the Town runs its own process. Which applies follows from the property address, not the mailing city or the neighborhood name.
